If the leaders are at the end of their wits, so that only means that they run out their recipes.
If they say there is no alternative policy to their sad, it means nothing else than that the unspoken premise of this policy ("the unavoidable conditions") they are not personally questionable. The limits of their thinking skills are the limits of their real capacity to act.
